Corporate e-Meterai: Official High-Volume Stamping Through an API
Meet your company's electronic stamp duty obligations without manual work. Through the Tilaka platform — DTI's sister company and a KOMDIGI-certified PSrE — official Peruri-issued e-meterai are affixed via API, unified with certified digital signatures, and recorded in an audit trail that stands up to inspection.
Since Law No. 10 of 2020 on Stamp Duty took effect, electronic documents have been explicitly subject to stamp duty at a single Rp10,000 rate. For companies issuing thousands of digital agreements, receipts, and civil documents every month, corporate e-meterai is no longer a minor administrative chore — it is a tax obligation that must be managed by systems, not by headcount.
The trouble is that the usual approach — buying e-meterai one at a time through a portal, uploading a PDF, stamping it manually, then downloading it again — was never designed for corporate volume. It is slow, prone to placement errors, hard to reconcile with the books, and nearly impossible to audit when the tax authority or internal auditors ask for proof of stamp duty compliance across thousands of documents.
DTI offers a different path: official Peruri-issued e-meterai affixed programmatically through Tilaka's API, in a single flow with certified electronic signatures. Documents are signed and stamped in the correct order so both remain valid, quotas are managed centrally, and every stamping event leaves a traceable record for tax and internal audit purposes.
Why manual e-meterai handling breaks down at enterprise scale
One-by-one stamping does not scale
Uploading a document to a portal, stamping it, and downloading it back takes time per document. At thousands of documents a month, this consumes operations teams and slows contract cycles.
Stamps and digital signatures live in separate flows
Affixing an e-meterai modifies the PDF file; done in the wrong order relative to a digital signature, it can compromise the validity of one or the other. Disconnected flows leave teams guessing the correct sequence.
Quotas and balances go unmonitored
Without centralized quota management, e-meterai balances run out mid-process, failed stampings go unreconciled, and the gap between purchases and usage is hard to explain to finance.
Proof of stamp duty compliance is scattered
When auditors or the tax authority ask for evidence that specific documents were duly stamped, companies without a central audit trail must hunt through files one by one — slow and risky.
Corporate e-meterai that is integrated, official, and auditable
API integration built for high volume
Your internal systems — contract applications, core systems, or document management — call Tilaka's API to affix e-meterai automatically, with no portal and no manual step per document.
Official e-meterai issued by Peruri
The electronic stamps affixed are official Peruri-issued e-meterai under Law 10/2020 and Government Regulation 86/2021, with verifiable security features — not decorative images.
One flow with PSrE-certified digital signatures
The platform sequences signing and stamping correctly within a single flow, so certified electronic signatures (Law on Electronic Information and Transactions, GR 71/2019) and e-meterai both remain valid.
Centralized quota management and reconciliation
Purchases, balances, usage, and failed stampings are visible in one dashboard, so finance can reconcile stamp duty costs against actual consumption.
An audit trail ready for tax inspection
Every stamping event is recorded: which document, when, by which system, with which stamp. Proof of stamp duty compliance is available on demand, without manual searching.
DTI supports organizations in Indonesia's regulated sectors in integrating digital signatures and high-volume e-meterai stamping into systems already in production.
How implementation works
Needs and volume assessment
DTI maps the document types subject to stamp duty in your organization, estimated monthly volume, and integration points in your existing systems — including whether the flow also requires certified digital signatures.
API integration in a sandbox environment
Your team integrates the e-meterai stamping API (and digital signatures where needed) in a test environment, with DTI's technical guidance on stamping sequence, status callbacks, and failure scenarios.
Quota provisioning and acceptance testing
E-meterai quotas are provisioned to match projected volume, then the end-to-end flow is tested: successful stamping, balance handling, verification of stamp validity on output documents, and completeness of audit records.
Go-live, monitoring, and reconciliation
Once in production, you monitor usage and balances through the dashboard, receive usage reports for financial reconciliation, and get operational support from DTI as Tilaka's preferred partner.
Frequently asked questions
Is e-meterai legally valid for corporate documents?
Yes. Law No. 10 of 2020 makes electronic documents subject to stamp duty and recognizes the electronic stamp as a means of paying it. The e-meterai affixed through the Tilaka platform are official electronic stamps issued by Peruri with verifiable security features.
Which documents require the Rp10,000 stamp?
Broadly, Law 10/2020 imposes stamp duty on documents created as evidence of civil acts — such as agreements and statements — and on documents stating amounts above Rp5,000,000 under specific criteria. The mapping of document types in your organization should be confirmed with your tax team; DTI handles the technical side of stamping.
What happens if a document that should be stamped is not?
Stamp duty is a tax on documents; a missing stamp does not by itself void an agreement, but the document cannot be used as evidence in court until subsequent stamping (pemeteraian kemudian) is performed, which may carry administrative penalties under the regulations. Automating the stamping step reduces the risk of documents being missed.
In what order should digital signatures and e-meterai be applied so both stay valid?
Affixing an e-meterai modifies the PDF file, so its order relative to the digital signature must be managed correctly to avoid invalidating either one. The Tilaka platform handles this sequencing automatically within a single flow, so both the PSrE-certified signature and the e-meterai remain verifiable on the final document.
How complex is the API integration for our internal systems?
Integration uses REST-based APIs with a sandbox environment for development and testing before production. DTI's team assists from flow design through handling of stamping statuses and failures to acceptance testing — so your internal team does not start from zero.
How do we prove stamp duty compliance during an audit or tax inspection?
Every stamping event is captured in an audit trail — document identity, stamping time, and the stamp used — plus quota usage reports for financial reconciliation. Stamp validity on each document can also be verified electronically, so evidence is available without manual searching.
