What is a Hospital Information System (SIMRS), and are Indonesian hospitals required to implement electronic medical records?
SIMRS (Sistem Informasi Manajemen Rumah Sakit) is an integrated system that manages a hospital’s administrative, clinical, and operational data. Health Ministry Regulation (Permenkes) No. 24 of 2022 on Medical Records requires all healthcare facilities to maintain electronic medical records (RME). DHealth, DTI’s preferred-partner hospital information system, is built to support this RME obligation.
Does a hospital’s SIMRS need to connect to the Ministry of Health’s SatuSehat platform?
Yes, Permenkes 24/2022 requires healthcare facilities implementing electronic medical records to integrate with SatuSehat, Indonesia’s national health data platform. How does a SIMRS support BPJS Kesehatan claims and bridging?
A SIMRS integrated with BPJS Kesehatan systems (such as V-Claim) allows visit and treatment data to be recorded once and reused directly for claims processing, reducing duplicate data entry between the hospital system and BPJS. How does Indonesia’s Personal Data Protection Law govern patient data at hospitals?
Law No. 27/2022 on Personal Data Protection classifies health data as specific personal data (Article 4(2)), which requires stricter protection standards than general personal data, including a valid processing basis and additional security controls. As data controllers, hospitals must apply access controls, encryption, and retention policies for patient data under this classification.
What should a hospital do with patient data when retiring or replacing old storage devices?
Because health data is classified as specific personal data, simple deletion is not sufficient to meet protection obligations. NIST SP 800-88 recommends clear, purge, or destroy methods depending on media type; degaussing is effective for magnetic hard drives but does not work on flash-based SSDs.
