REGULATORY LANDSCAPE

EMR is now a regulatory mandate.

Permenkes No. 24/2022 transformed Indonesian healthcare IT. Electronic medical records are no longer optional — hospitals must operate Permenkes-aligned EMR systems, with audit trails, role-based clinical access, and interoperability with national platforms.

On top of EMR mandates, hospitals operate under KARS accreditation standards (clinical documentation rigor, operational reliability), BPJS Kesehatan integration (V-Klaim, E-Klaim, INA-CBG casemix), Mobile JKN patient enrollment, and SatuSehat national data exchange. Each layer adds technical and audit surface.

PSrE-standard digital signatures (KOMDIGI 11/2018) are the legal foundation for physician prescription signing, patient e-consent, and discharge summaries. UU PDP No. 27/2022 governs patient data — sensitive personal data category with strictest handling requirements.

HEALTHCARE CHALLENGES

Where teams in this industry need depth

Four areas where Healthcare teams most often need specialist technology that meets regulator expectations without disrupting operations.

CHALLENGE

Permenkes 24/2022 EMR deadline

Hospitals must operate electronic medical records aligned with Permenkes No. 24/2022. Closed legacy systems struggle to meet integration and audit requirements, while building from scratch risks years of delivery debt.

CHALLENGE

BPJS & SatuSehat integration

Claim acceleration, V-Klaim, E-Klaim, Mobile JKN, SatuSehat — every healthcare flow depends on multi-system integration. Open API is no longer optional, but custom adapter sprawl creates maintenance burden.

CHALLENGE

Doctor & patient digital signing

Physician prescription signing, patient e-consent, discharge summaries — all need legally-binding digital signature aligned with Permenkes and PP 71/2019. Workflow-embedded signing is the difference between adoption and abandonment.

CHALLENGE

KARS accreditation readiness

KARS accreditation requires consistent clinical documentation, traceable audit trails, and reliable IT operations. A SIMRS that breaks in year 3 is a re-accreditation risk — and a clinical safety risk.
